Meet the Coalition

The Hood County Clean Air Coalition (HCCAC) was formed in 2012 by local Hood County officials, representatives of businesses, and local citizens concerned about the air quality in the area.

Michelle McKenzie, Air Quality Program Manager

Michelle McKenzie has been the Air Quality Program Manager for the Hood County Clean Air Coalition since September 2014. Prior to that she worked for the Coalition as an intern while finishing her Master’s Degree in Environmental Science at Tarleton State University in Stephenville, Texas. She previously earned a Bachelor’s Degree in Biology with a minor in Chemistry from Angelo State University in San Angelo, Texas.

Mark Franco, Board Chairman, Accenture

Mark Franco has been Board Chairman since June 2020. He has been a member of the board since its inception in 2012. Franco is currently a Project Manager for Accenture LLC.

Joe Drew, Treasurer, Vista Minerals

Joseph ‘Joe’ Drew, P.G. is the Director of Mining Technical Services for Vista Minerals and is a registered professional geoscientist in the State of Texas. He’s been a member of the HCCAC Board of Directors since 2015 and lives in Granbury with his wife, Jessica, and son, Jackson.

Mayor Pro-Tem Lisa Clement, Secretary, City of Cresson, Texas

Lisa Clement is the Mayor Pro Tem for the City of Cresson. Clement has served on the council for 4 years, and the CVFD (Cresson Volunteer Fire Department) for 5 years as an officer and an EMT. She is presently the President of the Bourland Estates Water Supply Corporation. She has been with the Water Supply Corporation for 7 years. Clements has held a private pilot’s license for 15 years.

Chuck Licata, Communication Officer, City of Granbury, Texas

Chuck Licata has been a proud HCCAC board member since December of 2022 and was voted as Communication Officer in August of 2023. Licata has been the Broadcast Coordinator for the City of Granbury since 2021 and has been in the media since 1987 with serving in radio, TV, newspaper, and streaming/broadcasting. At one time, he was the beat reporter for the Cowboys and Oilers of the NFL; Rangers and Astros of MLB; Mavericks, Spurs and Rockets of the NBA. Licata has been active in dog rescues since 2011 and currently shares his home with 3 rescue dogs- Maxx, Blu, and Pepper.

Judge Ron Massingill, Hood County, Texas

Judge Massingill was a practice attorney in Dallas for over 50 years prior to being elected as Hood County Judge and he has served as the Hood County Judge since January 1, 2019. He has served on this board since January 1, 2023. Judge Massingill is committed to serve the people of Hood County.

Mayor Jim Jarratt, City of Granbury, Texas

Mayor Jim Jarratt won a special election in June 2021, and was re-elected as the Mayor of Granbury in November 2022. He is a retired corporate executive who worked for companies like Frito-Lay and Johnson + Johnson. Jarratt has been part of the HCCAC board since 2021.

John Campbell, Diamond C

John Campbell is owner of Diamond C Sandblasting and Painting in Granbury. He has been on the board of HCCAC since 2012 when the coalition was formed.

Brian Caruthers, Granbury Independent School District, Director of Transportation

Brian Caruthers is the Director of Transportation for the Granbury ISD. He joined the HCCAC board in 2020.

Zak Monroe, Heine Propane

Zakerrie ‘Zak’ Monroe is the President of Heine Propane. He was added to the HCCAC board in 2024.
